“.” is pronounced as point.
0 before the decimal point is read as naught or zero.
0 after the decimal point is read as letter o.
All the numerals after the decimal point
are read one by one just as ordinary cardinal numbers.

0.123：zero point one two three
0.0002%：zero point ooo two percent
